Timeline of the Fire

This chronological overview maps the critical sequence of events during the night of the fire, drawing directly from the formal findings of the Grenfell Tower Inquiry Phase 1 Report.

The Grenfell Tower Inquiry was established in September 2017 by the UK government following the Grenfell Tower fire. Chaired by Sir Martin Moore-Bick, the Inquiry examined the causes of the fire, the building’s refurbishment, and the response of emergency services and public authorities. It involved survivors, bereaved families, local residents, government bodies, industry experts, and construction and manufacturing companies.

00:54 Behailu Kebede calls 999 to report a fire in Flat 16, Floor 4.
00:59 First firefighters reach the tower.
01:09 Fire breaks out of Flat 16 into exterior cladding; starts rapid climb up the east facade.
01:14 Firefighters enter the kitchen of Flat 16 for the first time.
01:21 First 999 call from a trapped occupant (Naomi Li, Floor 22).
01:25 First report of smoke entering a flat from a lobby (Floor 14).
01:26 – 02:00 Major Incident Escalation
01:26 MPS declares a Major Incident.
01:27 Fire reaches the roof and begins horizontal spread.
01:29 Incident Commander (IC) Michael Dowden requests “pumps 20”.
01:31 By this time, 110 out of 297 occupants have escaped.
01:42 LAS declares a Significant Incident; Police helicopter (NPAS) arrives.
02:00 168 of 297 occupants have escaped. IC handover to SM Andrew Walton.
02:04 – 02:44 Extensive Spread

Fire spreads around the crown and diagonally across the building, affecting south-east and north-west corners. Command handovers continue between SM Walton, GM Richard Welch, and DAC Andrew O’Loughlin.

02:11 GM Welch declares a Major Incident.
02:26 LAS declares a Major Incident.
02:47 – 02:50 Revocation of “Stay Put”

The critical turning point in the disaster response:

02:47 Control room decides to revoke “stay put” advice and tells callers to leave.
02:50 AC Andrew Roe takes over incident command and officially revokes the “stay put” advice for the entire building.
03:00 – 08:07 Final Evacuations
03:00 Commissioner Dany Cotton arrives at the scene.
03:20 First Tactical Co-ordination Group (TCG) meeting held.
04:02 Fires on south and west elevations converge at the top corner.
08:07 Elpidio Bonifacio, the last survivor to leave the tower, is evacuated.

Reflect

The “stay put” policy was not formally revoked until 02:47, nearly two hours after the fire was reported and more than an hour after it had reached the roof. Some residents who survived did so by ignoring official advice and leaving early.
